On June 4, 2021, the Chamber of Deputies voted for a new law that determines the use and management of land in Rwanda.
Some of the articles that have been changed in the new law include those that have long been identified as obstacles to land use, especially land intended for agriculture, livestock and forestry.
In Law No. 43/2013 of 16/06/2013, Title III, Section 6, Article 30, it was stated that "It is prohibited to divide the land intended for agriculture and breeding in the case that the resulting division produces land units with less than one hectare each part is divided”. In the new law approved by the deputies, "the reduction of agricultural, livestock and forestry land, even if the reduction would make the remaining land less than one hectare, is allowed".
The new bill also includes changes regarding freehold where it says that "freehold will be granted on government land and on land owned by Rwandans and the land should not exceed 2 hectares per person", while in According to the 2013 law, the amount of land that would be given to landowners should not exceed 5 hectares.

Life is also a subject that has been reinstated in the new law (life is the process of acquiring or losing rights to land despite the passage of a certain period of time stipulated by the law). In the 2013 law, it was stated that the term of life is 30 years based on the approval of the competent court, while in the new law they say that "the life is approved by the treasurer of the treasury based on the report of the committee of land”.
After being approved by the Council of Ministers, this draft law regulating land in Rwanda will be implemented when it is published in the Government Gazette.
